Some Ultra hosts or Ultras in human form do not use transformation items and instead transform by pure will. This ability also extends to other Ultras Hosts with transformation items, as they have been shown to activate them by force of will. The advantage of this ability is that the Ultra can transform their host when they do not have the ability to do so themselves, such as the case of falling unconscious.
The fact that Ultraman Hikari used this to transform, when he had temporarily relinquished his transformation item the Knight Brace to Mebius) implies that all Ultra possess this ability. Even at the end of the series, Ultraman Mebius transformed this way instead of his usual method using the Mebius Brace. This implies this ability is not limited to a few Ultras and transformation items may simply be a thing of convenience.
Transformation items may simply be there for ease of transformation. Shinya Mizorogi, after being redeemed and having lost his powers of Dark Mephisto and thus transformation item, was able to transform by pure will, gathering energy towards himself as he clenched his fist. His successor was completely surprised that he was able to transform. Despite being a power, Will Power is still counted amongst the various transformation items used.

His transformation was similar to Hideki Go and the Ultra Force, it was engaged by pure will although it is questionable whether he chose to start his first transformation. His transformation started with his eyes glowing red and a red light appearing in his chest which creates lines that spread all over his body in the same pattern as the Next when he mentally contacts Maki. His body shines and is switched with the form of the Next. In his first, unintentional transformation he glowed blue, but later when he transformed at his volition he shined red.
