Level often abbreviated as LV, is the ranking system assigned to both the Kamen Riders of Genm Corp. and the Bugsters they fight with.
Levels
Level 0
Level 0, often abbreviated as LV0, is the unorthodox form of the Ex-Aid Riders, being the original Level form created. This form is used to nullify Bugster's abilities. Complementing his Proto Mighty Action X Origin Gashat, Kuroto Dan composed a Level 0 Manual. An unknown variable similar to Level X, Level 0 forms show no consistent criteria; Genm's Action Gamer Level 0 externally appears all but identical to his Action Gamer Level 2, while the combination of Ex-Aid's Bike and Action Gamer is more akin to Levels 3 and 4. Through use of the Level X Dangerous Zombie and Level 0 Proto Mighty Action X Origin Gashats in the Gamer Driver, a combined Level X-0 is uniquely accessed by Kamen Rider Genm.

Level X-0 is a unique combination of Level X and Level 0 which is accessed by Kamen Rider Genm by inserting the Dangerous Zombie Gashat into the Gamer Driver along with the Proto Mighty Action X Origin Gashat and pulling the lever.
Users: Level 1
Level 1 often abbreviated as LV1, is the super deformed default form of the Ex-Aid Riders, which is activated by inserting their personal Rider Gashat into the Gamer Driver. This form is used to battle a Bugster-infected human and is the only way to separate the monster from the host. When becoming Level 2, a Rider's Level 1 faceplate becomes their back armor. Riders can revert to Level 1 by pushing the lever on the Gamer Driver back into its default position, which reforms and re-assembles the Level 1 armor back onto the Rider; however, this doesn't happen if another Gashat has been activated, letting the Rider use it to take a higher Level.

Level 2 often abbreviated as LV2, is the primary fighter form of the Ex-Aid Riders, which is activated by inserting their personal Rider Gashat and pulling the lever on the Gamer Driver. When transforming into Level 2 without a stock footage cutscene, a Rider's Level 1 faceplate becoming their Level 2 back armor causes them to be facing the opposite direction after the transformation than before it.

Level 3 often abbreviated as LV3, is the enhanced fighter form of the Ex-Aid Riders, which is accessed through the use of a second Rider Gashat at the same time as their normal Gashat, summoning a Support Robot known as a Gamer and combining with it. Despite not usually looking greatly different from Level 2, Level 3 forms are far superior in base stats.
Level 3 can be accessed by a Level 2 Rider activating the second Gashat, closing the Gamer Driver's cover (as a second Gashat is active, Level 1 is not retaken), inserting the Gashat, and then opening the cover again. It is also shown that Level 3 can be taken directly from Level 1 or an untransformed state by inserting the second Gashat before first opening the Driver cover. Some Bugsters can also level up to achieve a Level 3 form.

Level 4 often abbreviated as LV4, is a type of enhanced fighter form of the Ex-Aid Riders, which is accessed through the use of a special Level 4 Rider Gashat at the same time as their normal Gashat, summoning a Support Robot known as a Gamer and combining with it. Despite not usually looking greatly different from Level 3, Level 4 forms are far superior in base stats.
Level 4 can be accessed by a Level 2 Rider activating the second Gashat, closing the Gamer Driver's cover , inserting the Gashat, and then opening the cover again. The same can presumably also happen directly from Level 1 by inserting the second Gashat while the Driver cover is still closed, or from Levels 3 or 5 by removing that Level's Gashat and replacing it after closing the cover.

Kamen Rider Ex-Aid Kamen Rider Genm Kamen Rider Poppy Level 30
Level 30 is a level stage exclusive to the Bugsters. A total of four Bugsters initially emerged as Level 30, each having been born from the data of one of the five Gashats classed as Level 3; exempt from this was the unique Poppy Pipopapo of DoReMiFa Beat. After being pacified, these Bugsters advanced to Level 40 and re-emerged before joining Kamen Rider Chronicle. Once the Level 20/30/40 Bugsters are destroyed, the host body returns to normal similar to defeating Bugster Unions earlier in the season and the Memory Break.
Users Level 40
Level 40 is a level stage exclusive to the Bugsters. Having initially emerged as Level 30, said Bugsters advanced to Level 40 before joining Kamen Rider Chronicle. Similar to the Kamen Riders, the Bugsters each have their own unique roll call acknowledging their level.

Kamen Rider Ex-Aid Kamen Rider Para-DX Guren Graphite Bugster Level 100
Level 100 often abbreviated as LV100, is a final form of the Ex-Aid Riders, which is accessed through the use of advanced Rider Gashats. Level 100 forms are superior to all forms below them, easily beating Level 99 forms in battle despite numerically only being one arbitrary level greater. This rescinds Ex-Aid's proclamation of Level 99 being the maximum level.
