Sento later made another Build Driver for Ryuga to use to become Cross-Z, after the first time when he'd used Sento's Driver. According to Sento Kiryu, one must have a Hazard Level of 3 to be able to transform using the Build Driver. Otherwise, they'll get electrified and rendered unconscious by the anti-theft system on the belt.

In a rare instance for Rider Belts, in Episode 1, the inner workings of the Build Driver were seen during transformation. As the Vortex Lever and Vortex Charge turns, it moves the gears and pistons inside the belt which pump essence from the Fullbottles out of their containers through pneumatic tubes, which move out of the belt and form the base for assembly of the suit. If the user is transforming into a Best Match form, the Driver then initializes the Snap Ride Builder after the essences have hardened into the Halfbodies, snapping the two parts together and completing the transformation. The Snap Ride Builder will not appear if the user is moving during the transformation, while in some instances, the pneumatic tubes of the Snap Rider Builder will simply appear in a quick flash so as to speed up the transformation.
The Build Driver is layered in an alloy called the Safety Guard Case, designed to resist high temperatures, high impacts of force and attacks by the Smash. As a security feature, the belt uses the Qualifizer fastener to do a biometric scan of its wearer to determine if the intended user has a Hazard Level of 3. If it is not, the belt will not function and go into a protective shutdown state, punishing the would be wearer. If the user does, the belt will continue to operate normally. An ideal combination of two matching Fullbottles will create a Best Match form, but any other imperfect combination is known as a Trial Form. Kamen Rider Cross-Z transforms by inserting the Dragon Fullbottle into the Cross-Z Dragon, before inserting it into the Build Driver, and turning the crank.
Finishers
While transformed, Build/Cross-Z initiates a finishing move by turning the Vortex Lever. Build's Best Matches use the Vortex Finish, and Build's Trial Forms use the Vortex Attack. Cross-Z uses the Dragonic Finish.

Also when the individual is in a moment of anger and despair it makes them become electrified and return to normal as was the case with Ryuga Banjou and Kazumi Sawatari. Anyone with a Hazard Level of below the minimum requirement of 4.0 attempting to transform will be painfully shocked and forced to eject the Driver and Sclashjelly off of their waist. Even for those who have met the prerequisite, those going through their first transformations will experience the electrical shocks.
Finishers
While transformed, Cross-Z Charge/Grease initiates a finishing move by pumping the Activate Wrench. Cross-Z Charge uses the Scrap Break with the Dragon Sclashjelly. Grease uses the Scrap Finish with the Robot Sclashjelly. A finisher with an Organic Fullbottle is called the Charge Crash while a finisher with an Inorganic Fullbottle is called the Discharge Crash. The Sclash Driver is composed of the following parts:
- Activate Wrench : The wrench like lever on the right hand side of the Driver. Used for transformation and to execute finishing attacks. When the wrench is pushed, the press mechanism of the Power Press Slot operates, squeezing the components of the Sclashjelly into the Driver.
- Power Press Slot : The slot the Sclashjelly is inserted into. A pressing mechanism is used to take the components of the Sclashjelly into the driver.
- Jelly Tank : The cylindrical section located on the left hand side of the Driver. It takes in the Sclashjelly's components via a tube and converts it into a substance called Variable Jelly that responds to special pulses emitted by the driver and has characteristics that allows it to change into suit components or armed weaponry.
- Jelly Tank Cap : The red section on top of the Jelly Tank. its function is to emit a pulse that allows the Variable Jelly to change into armor or weapons.
- React Dynamo : The energy source of the Sclash Driver. It is located at the bottom of the Driver. It operates at high speed and generates the necessary energy to activate transformation and deliver finishing attacks.

When most of the Fullbottles were taken by Night Rogue, leaving only the Lock and Dragon Fullbottles, Sento thought of a way for Ryuga to transform by synchronizing with the Cross-Z Dragon, since Ryuga's Hazard Level had just reached a level of 3, while Build's KeyDragon form was too unstable for Sento to use. Ryuga was eventually able to use the Cross-Z Dragon with the Dragon Fullbottle to transform into Cross-Z for the first time, with the immense power of the Dragon Fullbottle enabling him to defeat the Stretch Smash in just one hit.
Abilities:
- Music : The Cross-Z Dragon will randomly play one of two short music tunes for no particular purpose, whether convenient for sneaking around or not. This can be seen as a possible way of it to either communicate or distract an opponent.
- Dragon Fire Breath : The Cross-Z Dragon is capable of breathing fire, similar to Dragreder's Drag Breath.
- Poison Absorption : The Cross-Z Dragon can extract liquid poisons from the infected person's body by biting their necks.
- Fullbottle Augmentation : Like its creator and partner, the Cross-Z Dragon is capable of utilizing new abilities based on what Fullbottle is plugged into its slot through its Cross-Z Flame attack.
- Gatling Fullbottle : The Cross-Z Dragon can consecutively shoot blue fire bullets from its mouth.
- Dragon Fullbottle : The Cross-Z Dragon can fire blasts of blue energy that give off shockwaves on impact.
